QUALITY- A PROFESSION ELIMINATING ITSELF?

QUALITY from Birth to Death?

This old 88 year old began his career in Quality Control in 1952. Quality Control was a new name for “Inspection” when they blended Inspection with Statistics and a new Department was born. The Inspection function, was made an independent activity during WWII, that separated inspection from manufacturing. The reason was more of a safety issue to help protect the military from human errors in a critical World War.

I helped input and still have a copy of the first Quality Control Manual created for Temco Aircraft Corporation. I was involved with the incorporation of statics and the inspection function. Quality Control gained stature with a Director who reported directly to the President. This type of Quality Control Department is still not active in the small US business world unless it is mandated by the customer. One exception might be if the company had been fined or caused human fatalities that resulted in excessive legal costs. Most just decided on closure and/or bankruptcy.

In the late 1950’s along came NASA and another gain for the Quality professional, I had advanced to the then title of General Foreman of Inspection. The company name had been changed to Ling Temco with no advancement in management reporting or title. In i960 we acquired Chance Vought Aircraft and the company was known as Ling-Temco-Vought or LTV. In the middle 1960’s the company decided to build a separate plant for missiles and space programs and I spent the next 16 years as Manager of administration or all testing functions. At age 47 I completed a Master of Science degree and a proud 3.92 GPA. NASA over the years had been able to remove the name “Control” as we actually controlled nothing but ourselves. NASA also combined Quality, Safety and Reliability into one department. A giant step for the quality function.

My last two years with LTV I served as dead end Manager of Quality Planning with no chance of advancement after two suffering years completing my Masters Degree.

In 1978 I was offered a position with Otis Engineering, a wholly owned subsidiary of the Halliburton Corporation. This was a significant stature and responsibility promotion for me. My title was Director of Quality for a company with sales of eight billion annually and I reported to the President and had to have my departmental operating plan presented and approved by the Halliburton Board of Directors annually. My need was the first Quality Program Requirement instituted by the Department of the Interior for design, fabrication and testing for Surface and Sub-Surface Safety Valves and named SPPE-1/-2 used in US offshore oil and gas wells. This program introduced a totally new form of Quality for the oil and gas industry. This program was a derivative of NQA-1/-2 created for the Nuclear industry earlier, This was like taking a still inspection industry far beyond itself into the NASA/Nuclear world in one giant leap. This leap was a common giant step for all suppliers. During my time with Otis my department required over 425 employees worldwide

This was a new leap for me as instead of dealing with Air Force, Navy, Army or Nasa the agency that managed the Nuclear and SPPE programs was the American Society for Mechanical Engineers or ASME. This was only the second program that was ever required deal with third party agencies instead of Government agencies. This form of Quality functioned through a committee structure that was responsible for its operation. Operating as ASME Committees the structure was a Representative for what as named the Main Committee and there were committees for Surface Safety Valves, Sub-service Safety Valves, A Quality Committee and a Committee for Testing. Each Committee had a member from the ASME, a member from the Department of the Interior, am member from the manufacturer of each device, a member from the testing organization and a member from the public, Each committee elected a Chairman and a Secretary and meetings were scheduled quarterly. These meetings rotated and usually lasted 4 days. In addition the Chairman of  the Main Committee, the ASME Director of Accreditation, the Department of the Interior representative met semi-annually in Reston Virginia and at ASME headquarters in New York City.

These two programs were the beginning of the current ISO third party, accreditation and registration programs that began later as ISO 9000-1/-2 Requirements that began in the late 1980’s. For credibility reasons I was chairman of both the Main and Quality Committees for over 5 years. Two as the Manufacturer representative and three as the Public representative as I left the Halliburton Cooperation after 5 years to further my career in Quality Training and Consulting that lasted eleven more years before I retired in 1994.

My remaining eleven years of Quality work was both public and in-house training on three continents with a partner for the first several years, Richard, Dick, Kleckner, We trained some 40,000 individuals in both Quality System Auditing and familarism with the ISO 9000 Standards This took us to four Countries and likely 25 states and we also had a special Auditor program for the airline industry that trained people from every airline in the free world. We both had separate Consulting businesses and we did several programs together for some of the larger industries/airlines including an in-depth audit of Eastern Airlines shortly before it went bankrupt.

Another join venture was the forming of a company in 1990 to be accredited to issue ISO 9001/-2 registrations. Quality Systems Registrar, QSR, became the first American owned company to be Accredited to issue ISO Certificates. QSR is still in business with over 400 customers. Being smaller than the giants of Registration we have always limited our size to make sure we can develop bonding relationships and some of our customers have been with us since our Accreditation. I still serve as a member of our Board of Governors that assure credibility to QSR’s operation. There may still be other Quality professionals still functioning that are my age but all of the giants of Quality like Dr Juran, Dr. Demming, Phil Crosby for a few were acquaintances or friends have long ago departed. The only other friend still working is Hank Farlander, another Dallas friend I first met when I was Chairman of the Dallas Chapter of what was still the ASQC in the early 1980’s,

My reason for taking the time to create this article is I am now watching the Quality leadership of today slowly destroy all of the barriers I helped remove to gain stature for the Quality Profession and the Quality Professional. I tried hard to not create a book but without explaining the wars I helped fight for stature many Quality professionals have no idea how hard it was to gain stature for a function that adds no value to the large companies except improved operations and reduced waste. In my career I worked in twenty three countries, visited in nine more and worked forty nine States. In my last eleven years I flew over 3,000,000 miles and spent over 2200 nights traveling. I started or help start nine different businesses in 4 countries.

I wrote this a few weeks ago and sure enough the following events are unfolding. Greed finally tripped up the leaders as predicted.

Watching today’s accreditation organizations like the ANAB, an AQC subsidiary, join with the foreign accreditation bodies keep trying to expand responsibilities for Quality into risk management, and other fields that will fail eventually when the costs of Accreditation and Registration exceed the increasing beyond any possible savings will kill the Goose that Laid the Golden Egg. When the last cycle of increased costs were introduced a couple of years ago I tried to warn the ANAB they were swimming in uncharted waters and I was ignored. If the AQC does not make certain the top leadership is aware of the shark filled waters Quality as a profession will get the first self inflicted black eye in my 65 plus years. I doubt that the AQC will have the honesty to print this article and at least generate discussion to prove me a wingnut or get some sanity involved before the bloodbath begins. I have nothing to lose or gain as my days are numbered. I just can’t believe the wild intrusions into other areas like design are an act of wisdom.

CONGRESS CREATED THE SWAMP!

We all need to help Trump start and maintain the pumps.

Congresspersons have become nothing more than greedy power whores, thriving with the lavish gifts from the hoard of  lobbyist that did not even exist until after WWII. Although there are no numbers to evaluate I suspect that there are more lobbyist in Washington D.C. and the 50 State capitols than there are members in all of our military services. Money and other presents may not buy everyone but you can be certain if it is enough it will to buy a majority of votes.

It took a while longer but next they bowed to the unions and allowed our Federal Government employees to be protected by unions. When Congress allowed this monster to be created they really started the deficit alligator to join in on the downhill slide. If our Congress and Presidents can’t be fair to its employees they should resign. It would be interesting to see how the costs of government employees has increased in relationship to industrial workers

Another interesting comparison would be to see another cost breakdown. This would be the nonmilitary government employee cost to purchase and provide everything necessary to support the military today, versus what it costs in 1945 during a world war. Where did the thousands of Defense Department employees work during WWII when there was no Pentagon. Never forget all money needed for every Government Agency is provided by Congress.

Until Congress authorized the Department of Energy(DOE) all Government oversight and control of the Petroleum industry was part of the Department of the Interior (DOI). This happened while I was deeply involved with the energy industry. In fact I chaired a quasi Government/Industry Program for several years that was administered by the Minerals Management Service of the then (DOI) and was Policed/Audited by the American Society of Mechanical Engineers. This program required in some cases a lot of wasted time and records. Another peculiar requirement was it only affected two kinds of safety valves out of the hundreds of other failure modes. The one thing even bothered me more was this requirement was only required on oil and gas wells in Federal Offshore waters. After the BP blowout my first thought was they should have required this control on blowout preventers.

The DOE now has 220,000 employees and I would bet my house that the (DOI) has as many or more employees than they had when the the two were separated. Only Congress could have stopped this but they will never understand the game played by Government employees. When you can’t get bigger in bad times then turn the lobbyist loose to create a new Agency. Study how the Department of Education became one of those boondoggles.

Congress makes its own rules, why?

Congress sets its own salaries, why?

Congress determines its own pensions, Why?

Congress determines its own ethics, Why?

Congress establishes its own budgets, Why?

Congress refuses to set term limits, Why?

Finally we elected a President who likely know many more Why’s than I do. Unfortunately Congress entices the media to keep him involved with defending his every decision that he will never have time to fix Congress. The only way Congress will ever get stopped from spending is for the people to stand behind our man. If the people stay divided the America I love so much will disappear.

Do you support open borders with useless control parameters? The Democrats do, why?

Do you support confiscating all weapons and ammo owned by citizens? The Democrats do, Why?

Do you support having to print all Government requirements in as many as 20+ languages, including ballots? The Democrats do, Why?  

Do you want to reinstate the hundreds of unnecessary Government regulations Trump had cancelled? The Democrats do, Why?

Do you want illegal aliens and prisoners to vote in our elections? The Democrats do, Why?

Do you want to keep the treaties that have caused our companies to move the millions of our workers jobs overseas? The Democrats do, Why?

Do you support the Sanctuary Cities and States that hide illegal aliens from deportation that violates Federal Laws? The Democrats do, Why?

Democrats, if you hate our country and our laws so much it would be easier to immigrate to Canada, Australia, England, Germany, France who have Socialism you so dearly desire. If you want to fight for something try immigrating to Saudi Arabia, Syria, Iran, Iraq, Yemen and help these people kill each other. Leave freedom loving Americans alone.

A bunch of us are happy to be free and we support our President to please don’t stop draining the swamp. We appreciate his vigor and reluctance to keep the pumps draining. Someday our Federal employees will have the same benefits that all of us have, including Congress. If they are elected to support the people they should have pay and benefits that we have. If they want to be equal to the leaders of industry then go to work and earn the benefits like we have to do.

All America needs are jobs and put welfare army back to work. They can replace the illegals that took their place as Americans were put on welfare. The biggest need is term limits and no Tenure for any elected or Obsessionally appointed Government Official.

I challenge anyone to prove me wrong.

SENIOR CITIZENS BEWARE – PART TWO

Well it took me nearly four years and over 800 articles to successfully stir up a hornets nest. The “Senior Citizens Beware” article I posted recently, sharing the actual experience of a man in Arizona, finally stirred up some Liberals. The recap of his encounter with the Affordable Care Act (ACA), or as it is better known, “Obamacare” flushed out some rather radical feedback. Next let me thank everyone that took the time to at least comment, both pro and con as feedback is always a sign that someone at least read your work. I have recapped some of the negative comments I received;

  1. Blatant Liar
  2. George Bush created the problem with “Medical Observations” not Obamacare.
  3. The problem with non-payment for “Medical Observations” has nothing to do with the ACA.
  4. My article is “Completely Inaccurate”
  5. I am a “hypocrite”.

You are free to read every word except #5 if you go to the published article on WordPress. I always approve every comment I receive if the language is civil, even the ones questioning my creditability and/or my sanity. The “hypocrite” accusation came by E mail from one of my golfing friends who said Lyndon Johnson was the creator of Medicare and my being on Medicare and criticizing it was dishonest.

This week I listened to President Obama stand with a straight face on TV and make the following statements;

  1. Our economy is the best shape it has ever been.
  2. Unemployment is not a problem anymore.
  3. I have elevated the respect for America worldwide as when I was elected it lower than China or Russia.

I feel sure my Progressive-Liberal critics and the entire national media would argue and complain about my wording. As usual they will all ignore Obama’s “blatant lies”. If the word “liar” had a picture beside it in a dictionary to describe what a liar looks like it would be President Obama. History will record that Obama was the most successful “Con Man” that ever lived on Earth. No one ever has or ever will be able to divide free people and destroy a nation faster than he has. He has surpassed Hitler in the speed of destroying a nation.

Let me share some facts for anyone who reads my articles, especially the ones who do not know me or my creditability. I volunteered to serve in the US Navy at 17. I spent 32 years in senior management positions for two fortune 500 companies. I started nine different businesses in three countries. I passed the Mensa Exam at the 99th percentile and was honored to be a member of Mensa and Intertel. I worked or visited in 32 countries and 49 states. I wrote a “Standard” for the American Petroleum Institute as an individual instead of by committee. I trained over 30,000 individuals in nine different countries in multiple subjects. I passed the Professional Engineering exam without a technical Degree. I received a Master’s Degree in Management with a GPA of 3.92 without an undergraduate degree. I chaired a National ASME Committee on Offshore oil and Gas Safety Valves for several years. I designed a Quality Management Systems for over 200 companies worldwide. I doubt that some of my own family know all of this.

My parents and God gave me a mind and I choose to fill and use it. I am one of very few people who actually achieved the self-satisfaction of meeting or exceeding every goal I ever set for myself. I am married to my second wife for over 54 years. I currently have 43 kids, grandkids and great grandkids, including spouses. Five are doctors, three are lawyers, several hold technical degrees or serve in management positions or business owners, one is a CPA and four are teachers or education specialists. One is also a member of Mensa and Intertel and passed the exam at 14. They range in age from one to sixty-six and I love them all.

I am fortunate to have many close friends who share their knowledge and correspondence with me that I selectively publish to share knowledge or create articles that are obviously ultraconservative as advertised by the title of my WordPress Blog. I usually try to identify my sources and I don’t or ever will question their honesty or ethics. If you disagree with my articles I always encourage and approve all comments.

Let me summarize the reason I published this article. If my writing annoys, upsets, causes you to suffer in any way, I did not make you read it. Maybe you should “STOP READING MY WORK!”

Until Obama, Hillary or other Progressive-Liberal nut cases get the first Amendment to the Constitution repealed I will write whatever I choose, whenever I choose as long as my two fingers can type. Learning requires full knowledge of a subject and I read more Liberal drivel than you would ever believe. I write to keep my old mind active and there are no charges to read my work. Like subsistence Obama provides for over 40 million lazy Americans it is free. If my writing makes you mad like it does to one of my daughters and two granddaughters, so be it.

For anyone who takes the time to read this and is older than 85, I honor you with my respect. For those younger my first wish is for you to be fortunate enough to live this long. My second wish is that you will share your knowledge and experiences with others.

Writing this article made me feel real good about the life I have lived and I hope it makes at least one other freedom loving American smile. Smiling is a way to make others smile, try it yourself.
